You know this is actually very true. A lot of people could be thinking something, but because of their fear of being judged inappropriate, they say nothing. Yet everyone, or many are thinking it, and wondering if someone is going to say something. So nothing ever gets said. Thus, things stay as is or undone or no change and get worse.
